This is a form of high five in which the giver of the five slaps his hand against the receiver's ass. It's recommended that you are well acquainted with the the receiver when giving this type of high five, although a similar move seems to be a popular form of congratulation in American Sports.

Another ass slappin' kind of High Five - this one involves high fiving and then continuing the movement of the hand downwards and bringing it into contact with the other person's ass (or arse depending upon your nationality. As a side note the Americanised 'Ass' was adopted by early settlers in the USA in place of 'Arse' which they considered too profane.)
Thanks to Jonathan Womack for letting us know about this one. He also pointed out that it's a variation on the 'Top Gun' High Five, and that the cheeky five may occur accidentally where a 'Top Gun' High Five, Low Five is executed incorrectly.
